The Legacy of USNTC Bainbridge
For generations, the U.S. Naval Training Center Bainbridge stood as a beacon of service and excellence in Cecil County. From 1942 to 1976, these grounds echoed with the footsteps of over 500,000 sailors who began their journey of service here. The 1,200-acre site, named after Commodore William Bainbridge, includes the historic Tome School for Boys campus and served as a crucial training facility during World War II and the Cold War era.

As Executive Director of the Bainbridge Development Corporation, Toni Sprenkle leads the redevelopment of the former naval training center, managing operations and funding. She has overseen over $30 million in state and federal funding, driving nearly $300 million in capital investment. A Penn State graduate with Economic Development Finance certification, she serves on the Cecil County Chamber Board and is active in the Maryland Economic Development Association. Toni is pursuing her Certified Economic Developer designation and enjoys coaching, competitive racing, and time with family.

Jenifer Peterson joined the Bainbridge Development Corporation as Executive Assistant in 2022. A proud resident of Port Deposit, she holds a B.S. in Psychology from Liberty University. Prior to her career in economic development she dedicated more than a decade as a special educator and administrative team member in a non public school in Cecil County.
Jenifer is a Certified Associate in Project Management (CAPM) through the Project Management Institute and a graduate of the Cecil Leadership Institute, Class of 2023. She is deeply committed to professional growth and leadership development, regularly attending Maryland Economic Development Association (MEDA) and International Economic Development Council (IEDC) summits, as well as workshops focused on women in leadership. She maintains her PMI certification through ongoing coursework and volunteer service.
Passionate about making a difference, Jenifer actively supports causes that serve at-risk youth, Special Olympics Maryland and Delaware, and the Leukemia & Lymphoma Society. With a strong dedication to excellence and community impact, she strives to bring her best to every role she takes on.
