The Legacy of USNTC Bainbridge
For generations, the U.S. Naval Training Center Bainbridge stood as a beacon of service and excellence in Cecil County. From 1942 to 1976, these grounds echoed with the footsteps of over 500,000 sailors who began their journey of service here. The 1,200-acre site, named after Commodore William Bainbridge, includes the historic Tome School for Boys campus and served as a crucial training facility during World War II and the Cold War era.

A lifelong Cecil County resident, Dr. Roberts grew up near the Bainbridge Naval Training Center. He holds degrees from Springfield College, the University of Maryland, and Wilmington University. With 40 years in Maryland public education, he has served as a teacher, principal, superintendent of Cecil County Public Schools, and executive director of the Maryland Public Schools Superintendent Association. Now the owner of Roberts Consulting, LLC, he remains deeply involved in community leadership. As BDC Chair, he is committed to driving the redevelopment of Bainbridge into a thriving workforce center.

Raymond “Chick” Hamm

As Executive Vice President at PNC Bank, Chick Hamm leads Commercial Banking across Greater Maryland, Southern Delaware, and Virginia’s Eastern Shore. He earned his MBA from Loyola College of Maryland in 1983 and serves on the Maryland Bankers Association board. A dedicated community leader, he is a board member of the Susquehanna Workforce Network, a Cecil College Trustee, and a Finance Committee member for Christiana Care Health System. A former Union Hospital Board Chair, he continues to support local economic, healthcare, and educational initiatives. He and his wife, Anne, reside in Elk Neck, Cecil County.

A Senior Project Manager at Greggo & Ferrara, Inc., Mario Gangemi holds degrees in Physical Science from Salisbury State University and Civil Engineering from the University of Maryland. A dedicated community leader, he has served on numerous boards, including the Cecil County Chamber of Commerce, Delaware Lacrosse Foundation, and U.S. Lacrosse Association. He has also played key roles in local youth sports and engineering organizations. As a Bainbridge Development Corporation board member, he supports efforts to transform the former naval training center into a thriving economic resource for the community.

Joseph Brant

Director of Facilities and Support Services at The Peabody Institute in Baltimore, Joseph Brant holds a B.A. in Economics from Western Maryland College and is a Certified Public Accountant through Loyola College. A longtime Port Deposit resident, he has served as Chairman of the town’s Historic Area Commission and is a dedicated member of the Bainbridge Development Corporation Board, supporting efforts to revitalize the former naval training center.

A Cecil County resident and co-owner of Lee Banks and Associates Inc., Martha Barchowsky holds a B.S. in Animal Science from the University of Delaware. She operates The Carriage House, a venue in Historic Port Deposit, and serves on the Bainbridge Development Corporation Board. An active community leader, she is involved with the Boys & Girls Club of Cecil County, the Port Deposit Chamber of Commerce, and the Port Deposit Historic Area Commission.

A Cecil County native, Sandra Edwards became Director of Economic Development in December 2023. She began her career as a land use planner before transitioning to the nonprofit sector and later serving as Town Manager of Chesapeake City. Returning to Cecil County Government in 2018, she now leads efforts to drive business growth and investment. Sandra also serves on the boards of the Elkton Alliance and the North East Economic Development Commission.

As Executive Director of the Bainbridge Development Corporation, Toni Sprenkle leads the redevelopment of the former naval training center, managing operations and funding. She has overseen over $30 million in state and federal funding, driving nearly $300 million in capital investment. A Penn State graduate with Economic Development Finance certification, she serves on the Cecil County Chamber Board and is active in the Maryland Economic Development Association. Toni is pursuing her Certified Economic Developer designation and enjoys coaching, competitive racing, and time with family.

Jenifer Peterson joined the Bainbridge Development Corporation as Executive Assistant in 2022. A proud resident of Port Deposit, she holds a B.S. in Psychology from Liberty University. Prior to her career in economic development she dedicated more than a decade as a special educator and administrative team member in a non public school in Cecil County.
Jenifer is a Certified Associate in Project Management (CAPM) through the Project Management Institute and a graduate of the Cecil Leadership Institute, Class of 2023. She is deeply committed to professional growth and leadership development, regularly attending Maryland Economic Development Association (MEDA) and International Economic Development Council (IEDC) summits, as well as workshops focused on women in leadership. She maintains her PMI certification through ongoing coursework and volunteer service.
Passionate about making a difference, Jenifer actively supports causes that serve at-risk youth, Special Olympics Maryland and Delaware, and the Leukemia & Lymphoma Society. With a strong dedication to excellence and community impact, she strives to bring her best to every role she takes on.
