Bainbridge Development Corporation proudly announces that our Executive Director, Toni Sprenkle, EDFP, has been selected as one of the 2025 Cecil Whig “Women to Watch.” This honor celebrates women whose leadership, innovation, and dedication are transforming Cecil County’s future.

As the driving force behind BDC’s redevelopment initiatives, Toni exemplifies the balance of respecting heritage while boldly pursuing progress. Under her stewardship, we’ve secured over $30 million in state and federal funding and catalyzed nearly $300 million in capital investment toward transforming the historic 1,200-acre former naval training center into a cornerstone of economic opportunity.

“This recognition reflects not just individual achievement but the collaborative spirit that defines our approach to development,” said Sprenkle. “Every milestone we reach at Bainbridge represents a partnership between public oversight and private innovation, creating sustainable growth that honors our site’s legacy while driving regional prosperity.”

Since taking the helm as Executive Director, Toni has accelerated progress on the Bainbridge Logistics Center. The center projects the creation of over 2,000 jobs while implementing environmental stewardship practices that enhance rather than compromise the natural landscape. Her leadership approach mirrors BDC’s core mission: thoughtful transformation that positively impacts our community.

The Cecil Whig “Women to Watch” feature recognizes female leaders who demonstrate exceptional vision, professional excellence, and commitment to community advancement. Toni’s selection highlights how economic development catalyzes regional transformation when approached with purpose and passion.

Toni’s professional credentials include an Economic Development Finance Professional certification from the National Development Council. She serves on the Cecil County Chamber Board and is active in the Maryland Economic Development Association. Currently pursuing her Certified Economic Developer designation, Toni balances her professional achievements with community engagement and family life.
